If a vendor signs in but their COI is expired in the vendor record, system flags for manager. Documented on the visit log so audit trail is complete.
Per Welcome Packet: management cannot release keys to anyone other than owner unless owner has authorized in writing. Concierge sees the standing authorization list at sign-in.
