VRC quorum check

Committee invites 7 days out · auto-pulls alternate if a member declines. Can't hold a hearing without quorum — system blocks the docket entry.

Owner due-process packet

Notice letter auto-includes the alleged rule citation, photo evidence, hearing time/location, and right to counsel + right to record. Plain-language summary attached.

Hearing minutes template

Pre-populated minutes form: charges read, evidence shown, owner statement, committee discussion, recommendation. Chair fills in 4 blanks; rest auto-completes.

BOD ratification

VRC recommendation appears on next BOD agenda. Board e-vote ratifies or dismisses. Fine then billed via Owner Ledger; lien filing routes to AGF if unpaid.

Cure-by escape hatch

Owner cures before hearing → case auto-closes with "cured prior to hearing" disposition. No fine, but the prior offense stays in the 12-month escalation history.

Replaces

The board accidentally trying to fine someone without the §718.303 notice. The VRC chair guessing at quorum. Owners arriving without a clue what they're being heard for. Hearing minutes that "I'll write up later" and never get filed.
