Quarterly review cadence

Plan reviewed Q1/Q2/Q3/Q4 at workshops with the board. OKR scoring against 0.0–1.0 scale. Misses get re-baselined with explicit rationale, not silently dropped.

Annual re-baseline

Each February, plan rolls forward 1 year. 2027 detail upgraded · 2029 added. Board votes on continued ratification at March annual meeting.

Tied to budget cycle

Capital and operating budget can't include items that don't tie to a strategic-plan pillar. Forces alignment between intent and money.

Owner transparency

Annual report includes high-level OKR scoring (no team / personnel detail). Builds confidence that the board is steering the building, not just running it.
