Candidate intake

Owner submits intent-to-run online

Within the 60–40 day intent window, owners submit name + photo + bio + qualifications via portal. System validates owner is in good standing (no delinquency, no open violation). Pre-fills affidavit form.

Slate publication

Auto-published 14d before meeting

Candidate slate auto-published in second-notice mailing + on owner portal + emailed to membership. Slate locked from edits 14 days out per §718.112(2)(d)(8) for COAs.

Proxy collection

Online + mail-in proxies tracked

Owners can submit proxy online (e-sign) or return paper proxy via mail. Both routes tracked in same system. Owner can withdraw + re-submit until cutoff.

Ballot prep

Auto-generated ballot per association

Ballot template populated with confirmed candidates + any board-approved questions (rule changes, special assessments). Inspector of Elections reviews + approves before mail.

Vote day

Live quorum + tally

Inspector of Elections opens ballots at meeting · vote-counting tracked live · results displayed at meeting · auto-uploaded to AppFolio shared documents within 24h.

State-compliant e-voting (Phase 3): Florida allows electronic voting under §720.306(8) for HOAs with proper bylaws. The system architecture is ready — ballots can be issued via the owner portal with cryptographic vote-receipts. Production roll-out requires a one-time bylaw amendment per association. Estimated quorum lift: 2–3× based on industry data.
