Anonymous Tip Line · Whistleblower Workflow

An owner-, employee-, or vendor-facing reporting channel for governance concerns, harassment, theft, safety hazards, vendor kickbacks, and other things that should not require putting a name on a complaint. Routed to AGF + ops director directly · cannot be intercepted by any single manager.

🔒 Strict access: Ops director (Tizi) + AGF (Anderson, Givens & Fredericks) only. Reports are personnel/legal records — not §718.111(12) accessible. Reporter identity (when given) is hashed in storage and reachable only by AGF case file.

Categories & routing

Governance / fiduciary

Financial / fraud

Theft, embezzlement, vendor kickback, double-billing. Triggers immediate AGF involvement + auditor notification if suspected. Bill Pay frozen on flagged vendors.

Harassment / hostile

Resident-to-staff, resident-to-resident, vendor-to-staff. AGF + HR. Per FL §760.10 + Title VII. Reporter never returned to a hostile environment without consent.

Safety / building

Hazards, code violations, unsafe conditions. Triage to maintenance + capital. 72-hr inspection on physical hazards. Engineer involvement if structural.

Vendor misconduct

Property damage hidden, theft on premises, unsafe practice, illegal worker. Vendor scorecard → D-grade hold pending investigation. Bill Pay COI gate freezes payment.

Other / unsure

Anti-retaliation guarantees

Identity protection

Anonymous = anonymous. Even when reporter self-identifies, identity is hashed and only AGF can de-hash via case file. Manager being investigated never sees the reporter's name.

Retaliation log

If reporter is identified and any adverse action follows, retaliation auto-flags. Pattern detection across 90-day window. AGF + HR investigate any retaliation finding immediately.

Reporter feedback loop

Reporter (if identified) gets case-status updates monthly. If anonymous, case status + outcome posted to a public summary section after closure (without identifying detail).

Outside counsel option

For tips involving the ops director or AGF, reporter can route to a 3rd-party outside firm (Whitestone PLLC engaged for this purpose). Ensures no internal cover-up possible.

Dismissal rationale

Closed-without-action tips include an evidence-based rationale. Reporter can request a 2nd-look review if dismissal seems pretextual. 1 such request YTD; reaffirmed.

Annual transparency report

Aggregate categories + outcomes published yearly to all owners (no identifying detail). Builds trust that the channel is real and used. Reduces anonymity-fear silence.

How to report

Web form

cmg.example/tip — TLS-only, no IP logging, anonymous-by-default. Optional contact field. Submission generates a TL-### case ID for status checks.

Phone line

(850) 555-0199 — recorded only on caller's choice. Routes to AGF + ops director voicemail. Unavailable to managers.

Letter

Postal mail to AGF directly: 200 W. College Ave, Tallahassee FL · attn Anonymous Tip Line. Bypasses CMG entirely if reporter prefers full distance.

Replaces

Owners with concerns going to Reddit / NextDoor instead of a real channel. Staff with concerns having no way to escalate past the manager being concerned about. Vendor misconduct surfacing 6 months after the contract was signed.
